Why Pay Your Neighbor's Trash Bill?

Three Pennsylvania municipalities will be featured in the April 10 Pay-As-You-Throw (PAYT) videoconference/webcast sponsored by DEP and the Professional Recyclers of Pennsylvania (PROP). Douglass Township, Montgomery County; Elizabethtown, Lancaster County; and Penn Township, York County have used (PAYT) since 1991 to generate revenues for municipal waste collection, disposal, recycling, and special collection programs. All three municipalities use contracted haulers and pay for their services through the sale of special trash bags required for waste collection in their communities.

The recycling coordinators from each of the municipalities will share their experiences in establishing and maintaining PAYT program, including how to set trash bag prices. The videoconference will also feature Lisa Skumatz of Skumatz Economic Research Associates, Seattle, Wash., a national expert on PAYT programs.
